LXR.XEOS - eXtensible Economic Operators directory Services

LXR.XEOS. Unified services (EORI, AEO, SASP, SEED, REX) for Economic Operators management.

LXR.XEOS aims to mitigate the proliferation of master data "silos" emerging from successive deployments of trans-European systems (TES), in consequence of which national Customs & Taxation Authorities have to face the complexity of managing multiple, sometimes redundant, master data sources increasing the risks of inconsistency between the various business processes and also maintenance costs. In the perspective of forthcoming projects such as Single Window (SW) or Single Electronic Access Point (SEAP), it is important to address this issue.

In a nutshell, LXR.XEOS aims:

To gradually offer the functionality of all Economic Operators-related MASP applications, namely EORI, AEO, SEED, SASP and REX,
To make this functionality available through a standard unified interface,
To provide cross-functional business processes to address the "siloed systems" problematic and consistency issues (both at data and business process levels),
To manage the required synchronisation processes (including so-called "smart replication") with the European Commission’s central services for all applications.

LXR.XEOS is delivered under the form of a core module (LXR.XEOS.Core) which implements the EORI services (allowing the recognition of all the authorisations granted to the economic operators) and the related orchestration services (i.e. updates, synchronisations, consultations) in full conformity with EC specifications. LXR.XEOS.Core is flexible enough to also support non-EORI records (e.g. companies registered in a country but using a foreign EORI number, companies registered in EFTA, etc.).

LXR.XEOS Core also supports both incoming and outgoing information exchanges through interactions with:

National Applications through a Web Service interface (eventually through an existing Enterprise Service Bus (ESB)).
CCN/CSI (or SPEED portal) through the LXR.CCN™ multi-application connector.
National databases (configuration data, logging, persistence).

LXR.XEOS Service Packs (LXR.XEOS.SPx) are regularly released to add new business services answering specific MASP requirements (AEO, SASP, REX, etc.) and/or allowing the integration with existing services (e.g. SP1 supporting EORI/SEED integration).

LXR.XEOS also provides a Graphical User Interface (GUI) for administration purpose, which is gradually enriched with every new Service Pack, so as to offer the capacity the operate manual reconciliations of inconsistent/redundant data (e.g. reconciliation of data referring to the same economic operator but which may be stored differently in both SEED and EORI databases). The LXR.XEOS GUI also allows the administrator to set rules allowing automatic data reconciliation, when possible.
