Excise Validation Center (EVC)

From 1st of January 2011, all Economic Operators involved in the transportation of excisable goods (i.e. energy products, oil, tobacco, alcoholic beverages) within the EU will be requested to submit their excise declarations electronically to their respective national EMCS system (whereas this procedure is still based on paper today).

To allow this, national Customs & Taxation authorities should provide their local Economic Operators with electronic facilities ranging from (human) Web-based interface to programmatic B2G interface.

However, because national EMCS systems are not yet in place, Economic Operators lack testing facilities, turning the development of a single electronic access module for EMCS into a very challenging task.

In addition, many Economic Operators have already launched internal projects to adapt their internal systems to EMCS requirements.

Maximizing the upgrade period for Economic Operators

To address this issue, Vivansa proposes Economic Operators (such as traders, warehousekeepers, registered consignors, etc.) to make use of central test facilities offered through the Excise Validation Center (EVC). More than just a “ping” partner, the Excise Validation Center provides Economic Operators with Excise Declaration Management test facilities (with multiple test instances simulating the 27 national EMCS systems) which allows them to better understand the process and validate their internal developments ahead of national implementation timelines.

Simplifying EMCS T2T (Trader-to-Trader) testing

The EVC can also be used in a very simple and efficent way to provide EMCS Trader-to-Trader testing facilities (aiming at validating various end-to-end EMCS exchange scenarios between Economic Operators) once national testing facilities will be made available by national administrations.
