The Excise Validation Center (EVC) now available

Central testing facilities for Economic Operators

Vivansa is proud to announce the availability of the Excise Validation Center (EVC), which is now accessible at http://evc.vivansa.com/.

The EVC is intended for EU Economic Operators concerned with the computerisation of the exchanges of excisable goods and provides them with Excise declaration management test facilities which they can use to better understand EMCS processes as well as to validate their internal developments ahead of national implementation timelines. 

The EVC test service (hosted at our data centre in Brussels) runs 27 instances of XSIZE™, our EMCS solution for national administrations, so as to simulate the 27 national EMCS systems and to provide Economic Operators with an interface supporting 3 modes of interaction (manual, semi-automatic (using web forms), automatic B2G (using web services)) and allowing to run various end-to-end EMCS exchange scenarios.

The immediate interest for Economic Operators is of course that they can rely of the EVC test service to immediately start internal projects and that they do not need anymore to wait for the availability of their national EMCS test system to start testing their internal developments, which considerably reduces the pressure to meet the deadline of 1^st January 2011 for operational electronic facilities (at dispatch and at destination).

The EVC can also be used in a very simple and efficient way to provide EMCS Trader-to-Trader testing facilities once national testing facilities will be made available by national administrations. Indeed, instead of entering into complex organisational issues to set-up end-to-end communication links between traders through CCN/CSI (which could reveal extremely difficult due to the number of actors involved, their geographical distribution, time constraints issues, national firewalling issues, CCN/CSI configurations issues, etc.), every National Administration can use the EVC central services to validate the various EMCS scenarios with its locally established traders.
