Electronic pre-declarations are mandatory as of 01-Jan-09
As of the 1st of January 2009, a new regulation came into force in the European Union requiring TIR information to be sent electronically to the EU Customs office of departure/entry before leaving/entering the EU. This affects all TIR transports entering or starting in the European Union.
In order to enable operators to comply with this requirement, the IRU has developed a web application called TIR-EPD, which allows the submission of TIR electronic Pre-Declarations by the TIR Holders in a simple, standard way. The use of this online application will be free of charge for approved TIR Holders.
By using this application, already available on the web, the transport operators will not be forced into using the services of third-parties and will ensure the ownership of their commercial data.
Currently, the countries accepting files generated by the IRU TIR EPD are:
- Customs offices of departure from EU in:
- Czech Republic, Estonia, Finland, Hungary, Poland and Slovakia.
- Customs offices of entry into EU in:
- Estonia, Finland, Hungary, Poland and Slovakia.
Similar projects for interconnectivity of the TIR Electronic Pre-Declaration system are under discussion with both EU and non-EU countries (Bulgaria, France, Russian Federation, Republic of Belarus, Turkey and Ukraine) regarding submission of TIR electronic pre-declaration information, as well as for submission of safety and security summary declarations using the existing IRU system.
Those countries will see an immediate benefit of using LXR.CCN, our multi-application software connector for CCN/CSI, to establish their connection with CCN/CSI either via a local CCN Gateway (for EU countries) or via the SPEED Portal (for non-EU countries).
